Short answer: Thailand is not part of the Apostille Convention. Indian documents need state attestation, MEA attestation and then attestation by the Thailand Embassy in India. Documents are often translated into Thai and legalised again by Thailand's Ministry of Foreign Affairs in Bangkok.
