The Ministry of External Affairs (MEA) attests Indian documents that will be used in another country. It works with authorised outsourced agencies and relies on a prior state-level verification, so the order matters:
- State attestation (HRD / SDM / Home Dept / COC)
- MEA attestation
- Embassy attestation
MEA attestation vs apostille: both come from the MEA. Countries in the Hague Convention accept an MEA apostille and need nothing more. Countries outside it need MEA attestation and then embassy attestation.
Saudi Arabia (since Dec 2022), China (since Nov 2023), Oman, Bahrain, the Philippines and all EU countries accept an apostille. The UAE, Qatar, Kuwait, Thailand, Egypt and Malaysia still need embassy attestation.

MEA is India's foreign ministry; its stamp comes first, in India. MOFA is the foreign ministry of the destination country; its stamp comes last, after the embassy.
